THE NATIONAL COUNCILS are the ACMC arm at the country level. It shall have officers depending on the demographic profile of the Country who shall be elected by the members of the Organization during the Country General Assembly. We encourage that if possible, no two officers in the Legislative Council should come from the same institution. Officers in a National Council will serve according to the decision of formed working group in the country-level.

University of Asia & the Pacific
She is a faculty member of University of Asia & the Pacific’s (UA&P) School of Communication where she teaches courses like Introduction to Communication, Communication Theory and Society, and Communication Research Methods. She has also taught Performing Arts, Film Criticism, Fine Arts, and Applied Integrated Studies. She is currently the Editor-in-chief of CAS Review, UA&P College of Arts and Sciences’ official publication. She completed her Ph.D. in Communication at the University of the Philippines, Diliman (2006) where she also obtained her Bachelor of Arts in Broadcast Communication (1986). She obtained her Master of Arts in Communication from Ateneo de Manila University (2000) and Master of Arts in Values Education from UA&P (1990). Her dissertation entitled, “Representations of the Urban Poor in Lino Brocka Films” received the Best Dissertation Award and the Gloria Feliciano Award from the University of the Philippines’ College of Mass Communication for the academic year 2006-2007. She attended and presented papers in some international gatherings like the 5th Annual Southeast Asian Cinemas Conference (November 2008), Asian Congress for Media and Communication First International Conference on Media in Asia: A Tool for Human Rights Education and Monitoring (August 2008), the 17th Annual AMIC International Conference (July 2008), the 8th ASEAN Inter-University Conference on Social Development (May 2008), First Asian Film Forum (2003), International Conference on Critical Thinking and Educational Reform (1998), and the 3 rd Asia-Pacific Conference on Education and Culture (1997).

JONATHAN V. GOCHUICO
De La Salle University - Dasmariñas, Cavite
He is a full-time permanent faculty of the Languages and Literature Department of De La Salle University – Dasmariñas (DLSU-D). He earned his AB Philosophy and AB Communication Arts Degrees at Saint Paul Seminary Foundation, Cavite – Magna Cum Laude. He obtained his Master of Arts in Teaching – English degree from DLSU-D and was conferred with “With Distinction” and “Best Thesis” awards. He is currently pursuing a doctorate degree in applied linguistics at the Philippine Normal University. He is the editor-in-chief of the “Journal of Humanities” for Vol. 1 No. 1 and Vol. 2 No 1. He is the former Training and Events in-charge of the Institutional Communication Office, Collegiate Research Coordinator of the College of Liberal Arts, and Institutional Yearbook Coordinator of DLSU-D. He has also served as adviser of the College of Liberal Arts Student Council of DLSU-D. He has delivered papers and facilitated seminar-workshops and trainings in various departmental, collegiate, institutional, regional events, national, and international fora. He has written modules in English proficiency and “ Reading and Writing: A Genre-Based Approach” – the official text book of DLSU-D’s Communication Arts and Skills I (ENGL101).

Bicol Univeristy, Legaspi
She is a faculty member of the Journalism Department of the College of Arts and Letters in Bicol University, where she is concurrently College Research Coordinator. She is also a broadcaster for DWBS-Radyo Veritas Legazpi. She holds doctorate and masteral degrees in Education from the same university and a bachelor’s degree in Communication Arts from the Philippine Women’s University, Manila. Prior to joining the university, she was a Broadcaster for DWRL, People’s Broadcasting Network TV6 and DZBU Radyo Ng Bayan and anchor for “Basta Bikolano, Aprubado!” of DWBS 1008khz. She was a columnist for AN BANGRAW, Official Publication of the Diocese of Legazpi (From 1997-2001).

WINNIE GRACE L. CAUSING
West Visayas State University, Iloilo
She is currently the College Secretary and the Division Head of the Development Communication Program, College of Mass Communication of the West Visayas State University, and an on-call Documentation Officer of the National Economic Development Authority and German Technical Cooperation Organization on various local government development program/initiatives in the Visayas. She had completed her academic requirements for the degree Master of Professional Studies in Development Communication from the University of the Philippines Open University. She holds a Master of Management major in Public Management from the University of the Philippines Visayas (2003), and Bachelor of Arts in Mass Communications from the West Visayas State University (1994). Prior to joining the academe, she worked as Disc Jockey at DYSA—Z100, a local radio station in the province of Iloilo (1994—1995) and served as Public Relations Officer of the Sangguniang Kabataan Federation of Iloilo City (1993-1996). She represented the region during the Commission on Higher Education Public Hearing on Development Communication Curriculum held in Davao City (2007).

JEREMY S. ELIAB
Ateneo de Davao University, Davao City
He is currently the Assistant to the President, the Director of Faculty Development and Scholarship Programs, a Coordinator of College Scholarships, and the University Website Administrator of the Ateneo de Davao University. Also, he is a faculty member of the Department of Mass Communication of the University and teaches subjects in Discourse Ethics/Communicative Action, Basic and Advanced Photography, and Film Theory, Principles, and Appreciation. He is a candidate for Master of Arts in Philosophy at the Ateneo de Manila University, where he also obtained his Bachelor of Arts in pre—Divinity (1992). He has number of national training and seminars in film and photography. In Mindanao, he is an active member of Fanatic Photographers Guild of Davao, an organization of amateur and professional photographers in the Metropolitan area. He has been involved in the national and local elections as Co-Chair of the National Movement for Free Elections (NAMFREL) in the Region. Also, he is a convener of a civil society group called Pagbabago at Pilipinas Foundation, where he posts as Member of the Board.
